Technology that enables these interventions aligns closely with the Safe System approach. Recognising that human error is inevitable, they intervene at the point of risk, helping to reduce both the likelihood and severity of collisions. This is particularly important for protecting vulnerable road users, where even small changes in behaviour can have life-saving consequences.   

At Westcotec, we have seen first-hand how LED signage and intelligent traffic systems can shift driver behaviour in meaningful ways. Unlike standard plate signs, which are too often overlooked through familiarity, dynamic LED messaging engages drivers at the precise moment they are making decisions. A well-timed vehicle-activated sign, a contextual warning or a targeted speed reminder can cut through the distractions to reach a driver and prompt immediate reflection.   

Looking specifically at speed management, this is effective because it is entirely non-confrontational. Instead of penalising drivers after the event, systems offer a prompt that encourages a ‘course correction’ or readjustment… in real time. This creates a subtle but important shift – from enforcement to engagement – which can deliver more positive and sustained behavioural change. Data from Westocotec deployments consistently shows reductions in speeds and improved compliance, particularly in higher-risk locations. 

For example, on the B6532 just north of Durham, a staggered junction with a hill crest had resulted in one fatal, two serious and six non-injury collisions between 2012 and 2017. Drivers approaching from the north had no way of knowing whether a vehicle was waiting to turn right beyond the crest – a standard steel warning sign was the only prompt available. Westcotec installed a Collision Avoidance System using thermal imaging camera technology: when a vehicle is detected waiting to turn, the sign activates and alerts oncoming drivers before they reach the brow of the hill. Since installation in 2017, there have been no personal injury collisions at the site.  

That outcome is not ‘by chance’. It is the direct result of placing the right intervention at the right point and giving drivers the information they need at the moment they need it. 

As our road network evolves, the need for responsive, data-led interventions will only grow. LED signage and intelligent systems are not a substitute for enforcement or education, but they most certainly have their place  – bridging the gap between awareness and action, supporting safer choices that reduce risk for all road users.
